Patrick has nearly 20 years of executive management experience combined with a strong technical background and leadership skills. He has been influential in each of the organizations where he worked. He provided a competitive advantage by developing and leading teams and innovation.
Patrick was instrumental in multiple nationwide biometric programs. While Senior VP of Technology at the American Association of Airport Executives, he provided leadership to a team of 20+ employees and contractors with $2M budget. Managed support to more than 5,000 aviation community members, multiple state and government agencies across two separate organizations (AAAE & DTIS) with two distinct networks. He designed, implemented and operated the largest civilian clearinghouse for the processing of biometric data for criminal history records check for the Aviation community. Patrick was responsible for the creation of the network acceptable used policies, security polices and privacy policies. He also established security training and tracking for all employees.
As CIO of Daon Trusted Identity Services, Patrick managed startup security organization software development and network infrastructure for biometric processing. He maintained all responsibilities of AAAE SVP position during this timeframe, as well. Operated the Transportation Security Clearinghouse (TSC) on behalf of AAAE from 2006-2013, a project creating $20M combined revenue for both AAAE and DTIS. He worked with FBI to become a Designated Biometric Channeler and implemented and operated this program which enabled the transmission to FBI fingerprint information and results processing. Built and managed the “Registered Traveler” program, a world-class solution in the issuance of interoperable, multi-biometric smart cards.
Patrick has experience with server virtualization, network storage, VDI, SaaS, and cloud migration. He built and operated multiple data centers to facilitate Continuity of Operations (COOP) and Disaster Recovery (DR).
Along with the infrastructure and systems design, Patrick led the effort for high level of data and network security required by such programs. Working closely with DHS on FISMA systems and DOJ for its CJIS requirements, Patrick was able to utilize best of breed security solutions to protect critical data and systems.
Patrick was named in the US Patent (CA2437677 A1)for Interactive Employee Training Systems deployed at over 60 domestic airports.
Earlier in his career, Patrick was a Security Officer, Project Manager, Network Engineer, Programmer and Customer Support Specialist for organizations such as CSX and multiple federal agencies including NASA, FDA, FDIC, RTC and the USMC.These experiences affordhim a unique perspective on managing an IT Department and for understanding what technologies fit best into an organization.
Patrick believes that strong team building - internally, with stakeholders and vendors has been the key to success. His ability to leverage these resources along with technology has enabled him to meet the business goals of the organization.
Patrick obtained his undergraduate degree in Applied Mathematics from the University of Florida. |
